Zambia Cargo & Logistics Limited (ZCL) is a Multi-million dollar international logistics Company operating a regional and global business. The Company recently changed its name to reflect the organization’s new mandate and new vision as outlined in the 2022- 2026 Strategic Plan.

The Company was established in April 2001 and is a wholly owned state enterprise of the Government of the Republic of Zambia, supervised by the Industrial Development Corporation (IDC) based in Lusaka. The Company’s current corporate head office and its main operations centre, Mukuba Depot, is located in Kurasini area, in Dar es Salaam, Tanzania next to the dockyard. ZCL recently incorporated a company in Zambia and its current liaison office is based in Lusaka South Multi Facility Economic Zone (LSMFEZ), Lusaka. This Company in Zambia would enable Zambia Cargo & Logistics Limited offer a seamless freight solution to the Zambian market through the port of Dar es Salaam, Tanzania and Zambia Dry port in Walvis bay in Namibia. The Company has plans to expand in other markets in line with the 2022-2026 Strategic Plan.

Reporting to the Board of Directors, Chief Executive Officer will be on a fixed-term performance-based contract for initial period of Three (3) years with an overarching responsibility of providing strategic direction and leadership to the ZCL.

1. Purpose of the Job

To plan, direct and co-ordinate all Zambia Cargo & Logistics Limited Board functions as stipulated in the Board Charter.

2. Principal accountabilities

Accountable to the Zambia Cargo & Logistics Limited Board, Industrial Development Corporation (IDC) and other relevant stakeholders, the Chief Executive Officer is the chief financial and administrative Head of Zambia Cargo & Logistics Limited and is, therefore, responsible for the following: –

a) Formulation, developing and implementing a strategic plan, which will provide forward looking policies on Zambia Cargo & Logistics Limited’s business activities
b) To provide effective leadership and facilities appropriate to Zambia Cargo & Logistics Limited of the highest standing, for the pursuit of Clearing and forwarding services.
c) To ensure that Zambia Cargo & Logistics Limited recruits and retains the sufficient numbers and calibre of staff on such competitive terms and conditions of service as determined by the Board.

d) To control and co-ordinate operations of functional heads.
e) To exercise supervision of all activities regarding Board meetings and ensure that Board meetings are held as planned and implement all Board decisions.
f) To submit quarterly and yearly operational reports on all functions to the Board.
g) To foster high value linkages with all stakeholders such as the Government, local communities, Cooperating Partners and the private sector.
h) To maximize the resources available to Zambia Cargo & Logistics Limited through fund raising and innovative Management.
i) To promote transparent and participatory internal Governance that supports the attainment of the vision, mission and goals of Zambia Cargo & Logistics Limited.

4. Essential/Desirable Qualification/Experience

a) Bachelor’s degree in Business Administration, Logistics, Supply Chain Management, or a related field.
b) Master’s degree in Business Administration (MBA) with a concentration in logistics, operations management, or supply chain management in a relevant field from a reputable University.
c) Minimum Related Experience – Ten (10) years at senior management level in clearing and forwarding or related business environment.
d) Management Breadth – Chief Executive Officer:

(i) Excellent strategic and operational knowledge and understanding of application of financial skills in a demanding environment; sufficiently fluent in financial, budgetary planning and control systems concepts.
(ii) Responsible for initiating policy action and problem solving of complex nature.

(iii) Possession of leadership skills drawing on interpersonal synergies and team work.

e) Communication skills-high level skills in both oral and written presentations are required.
f) Computation skills – ability to work with figures and reports requiring analysis of data, finding differences, recognizing relevant/irrelevant information, recognition of patterns.

g) Human relations – high level abilities required to deal with all the stakeholders in and outside Zambia Cargo & Logistics Limited.
h) Physical skills – normal physical skills for writing, carrying or operating simple hand tools.

i) Working environment – normal good office conditions with excellent surroundings.
j) Physical effort/management style – visits to yard and other business areas are a requirement.
k) Consequence of error – major error may result in permanent loss of integrity for the institution, loss of support by cooperating partners, loss of life. Great care in decision making or problem solving will be a major requirement.

5. Competencies/Attributes

The Chief Executive Officer should demonstrate the following attributes: –

g) Interpersonal sensitivity/compassion and an appreciation of and respect for different perspectives.
h) Ability to relate to and complement the subordinates’ positive leadership styles in order to foster team work; and
i) Time management and prioritisation.

The Company is then looking for Zambian Nationals to fill in the position of Chief Executive Officer who shall be stationed in Dar es Salaam, Tanzania. The Company would offer competitive remunerations and other conditions of service including facilitating and obtaining of the work permit to the suitably qualified candidate.
